Prefeita de Jutaí contrata especialistas em segurança pública

A recent contracting decision made by the Prefeitura de Jutaí, located in the Amazonas, is raising significant questions regarding the coherence and selection criteria in the municipality’s bidding processes. The local administration has approved a Price Registration Record that anticipates an expenditure of R$ 551.425,00 for the acquisition and installation of an electronic surveillance system.

What is causing concern, however, is the main area of activity of the winning companies.

Instead of being specialized firms in private security, information technology, or electronic monitoring, the funds will be allocated to organizations with completely different commercial focuses: automotive parts commerce and the provision of hospital supplies.

The total value of the bidding procedure has been divided among three companies. The largest portion of the contract was awarded to Santa Cruz Comércio de Produtos Automotivos Ltda, which will receive the significant amount of R$ 452.384,00 to implement the security and monitoring system via cameras.

The second highest bid was won by C M U Produtos Hospitalares, Comércio e Serviços Ltda, a company whose main economic activity focuses on supplying medical supplies and equipment for health services. This company secured a share of R$ 91.892,00 within the same surveillance project.

The inclusion of firms whose specialties are so distant from the area of electronic security has raised red flags among oversight bodies and civil society, who view with suspicion the technical capability and legitimacy of the choices made for the execution of this public service.

This contracting is not an isolated case in the region and adds to a series of recent allegations involving the allocation of public funds in Jutaí.
